Link the GA4 property to Google Ads
In GA4 admin, under product links, link the Google Ads account, and confirm the link appears in Google Ads under linked accounts. This enables audience sharing and brings Google Ads cost and click data into GA4 reporting.
The link itself is low-risk and worth doing. The decisions that matter come next, around conversions, so link first and hold off on importing any conversions until you have chosen your source of truth.

Decide your conversion source of truth first
This is the decision that makes or breaks the setup. You can count conversions via the Google Ads tag, or import them from GA4, but running both for the same action double-counts and misleads Smart Bidding.
Decide deliberately: many accounts keep the Google Ads tag, or server-side conversions, as the source of truth for bidding because of attribution differences, and use GA4 for analysis. Whatever you choose, one action should have one authoritative conversion source feeding bidding, not two.

Configure conversions consistently
Once you have chosen a source of truth, configure accordingly. If you import GA4 conversions for bidding, do not also count the same action via the Google Ads tag, and vice versa. Check the conversions table for duplicate actions counting the same event.
Be aware GA4 and Google Ads attribute differently, GA4's default and the ad platform's models can disagree, so a GA4-imported conversion will not always match what the tag reported. Pick the lens you trust for bidding and stay consistent.

Share GA4 audiences into Google Ads
The safest, highest-value use of the link is audiences. Build GA4 audiences from behavior, engaged users, cart abandoners, high-value browsers, and share them to Google Ads for targeting and, importantly, exclusion.
These behavioral audiences are richer than the ad platform can build alone. Use them to retarget intent and to exclude existing customers or converters from prospecting, which sharpens targeting without touching the conversion-counting decision at all.

Use GA4 to validate, not replace, platform numbers
Keep GA4 as a second lens to sanity-check the ad platform's self-reported performance. When Google Ads reports a conversion volume or ROAS that looks inflated, GA4 and your backend are where you validate it.
The goal is not to make the two tools agree, they use different attribution and never fully will, but to use the disagreement as a signal. A large, unexplained gap between GA4 and Google Ads is worth investigating before you trust either number for a budget decision.
Common issues
Fix. You are counting the same action twice, via the Google Ads tag and the GA4 import. Choose one source of truth per action and disable the other, then confirm the conversions table has no duplicate actions.
Fix. They use different attribution models and windows, so they will never fully agree. Decide which is your source of truth for bidding, use the other for analysis, and reconcile both against the backend.
Fix. Check the account link is active and the GA4 audience has enough users to populate. Newly created audiences also take time to gather members before they are usable in Google Ads.
Fix. Switching the conversion source changes the signal the model learns from, which can trigger a relearning period. Make the change deliberately, then let bidding stabilize over a full conversion cycle before judging.
