How to fix a disabled Facebook ad account

Symptom: A Facebook or Instagram ad account is disabled, or ads are rejected and nothing is serving

TL;DR

To fix a disabled Facebook ad account, open Meta Business Support Home, find which asset is restricted and why, fix the cause, then request one review as an admin. Payment disables clear when the balance is paid. Policy disables need a real fix first, because the number of reviews is limited and the final decision stands.

Prerequisites
  • Admin access to the ad account or business portfolio, since only admins can request a review
  • Access to Billing & payments for the ad account
  • The notification or email Meta sent about the restriction
  • The ads, landing pages and targeting that were live before the restriction
  1. 1

Find out which level Meta restricted

Start by working out what was actually restricted, because the fix depends on the level. Meta applies advertising restrictions to four kinds of asset: a business portfolio (the container many advertisers still call Business Manager), an ad account, a Page, and a personal Facebook or Instagram profile. A single rejected ad is a fifth, smaller case.

A rejected ad means one ad failed review and the account can still advertise. A disabled ad account means that account, its ads and some of its advertising assets are disabled. A restricted personal profile means that person cannot advertise or create new ads, and ad accounts where they are the only user may also be disabled, while other members of the portfolio can still advertise. A restricted business portfolio cannot advertise at all. The same rules apply whether the ads run on Facebook or Instagram, so an Instagram ad account disabled notice is handled here too.

On a computer, open Meta Business Support Home, go to Account status overview, and select the restricted asset. The What you can do section lists what Meta wants next: confirm your identity, complete verification, secure the account, or request a review. Meta may ask for one or more of these, so complete whatever it lists before anything else.

  2. 2

Request a review in Business Support Home, once

Request a review only after you have read the reason and fixed what you can, because Meta limits how many advertising restriction reviews you can request and treats the completed review as final. Meta's Advertising Standards still refer to this as requesting a review in Account Quality; the help center now routes it through Meta Business Support Home.

To request it, an admin opens Business Support Home, selects Account status overview, picks the restricted account, selects Request review in the What you can do section and completes the on-screen steps. Meta says the review is typically completed in 48 hours, though it may take longer.

Write the request as evidence, not as a complaint. Name the asset, state what changed since the restriction, and point to the specific ads or pages you edited. If the review succeeds, ads that were running before are not restarted automatically, so turn them back on in Ads Manager.

  3. 3

If the account was disabled for a failed payment

A payment disable is not a policy restriction, and it clears when the balance is paid. Meta's billing help says that when a payment method fails, ads are paused and the ad account is disabled until you pay the amount due.

Go to Billing & payments, select the ad account, click Payment methods and click Pay now, then choose an existing method or add a new one. If the payment keeps failing, try again later with a different card. If the account uses available funds instead of automatic billing, click Add funds; Meta notes it may take a little while for the account to return to good standing. Once the balance is settled, Meta resumes active and scheduled ads.

Check the usual causes before retrying: an unsupported or expired card, a card without a CVV, a card not enabled for online transactions, insufficient funds, or the same card added to too many ad accounts. Then add a backup payment method so the next decline does not pause delivery. Be aware that Meta also lists high rates of failed or disputed payments as a reason it may apply wider advertising restrictions.

  4. 4

If you sell in a restricted health or wellness category

Supplement, men's health, sexual wellness and skincare accounts are most often restricted for copy that breaks the Personal attributes rule or the Health and wellness policy, so audit every live ad against both before you request a review.

The Personal attributes rule says ads must not assert or imply personal attributes, including medical conditions. Meta's own examples make the line clear: "Do you have diabetes?" and "Depression getting you down? Get help now." are not allowed, while "New diabetes treatment available" is. Copy that opens with "Are you struggling with" a condition, or uses you or your next to a health attribute, fails for the same reason. Rewrite it to describe the product or the service, not the reader.

The Health and wellness policy requires ads for dietary, health, weight loss or weight gain products to target people 18 or older. It bans statements of inferiority about physical appearance and close-ups that pinch fat on a body area. Before-and-after transformation imagery appears in the policy only as allowed for general cosmetic products, procedures and surgeries targeted to adults, so do not assume it carries over to supplements. Sexual and reproductive health products are allowed when the focus is on health and medical efficacy, while sex toys and erotic products are not. Check the landing page too, because Meta reviews it alongside the image, video, text and targeting. The free Meta ads strategy guide linked below covers the creative framework in more depth.

  5. 5

    When the review is denied

If Meta upholds the restriction, the account stays blocked and the decision is final. Do not try to route around it.

Meta's help center lists creating new ad accounts or other business assets to repeat violations after a disable, and coordinating a network of accounts running similar ads, as attempts to evade enforcement, and both lead to restrictions on the portfolio, ad account, Page or profile involved. The same applies to borrowed or rented accounts, a second personal profile, or hiding what reviewers see on a landing page. These turn a fixable restriction into a permanent one, and Meta says an account that stays ineligible for reinstatement for 6 months can no longer be reinstated, with unused prepaid funds possibly forfeited where the law allows.

What you can do is fix the underlying cause across every remaining asset, keep other admins on unaffected accounts compliant, and use the Contact support option in Business Support Home if a payment problem persists.

  6. 6

    Prevent the next restriction

Most account restrictions follow a pattern of repeated ad violations, so prevention means fewer rejected ads, not faster appeals. Meta says it can restrict a business, ad account, Page or user for severe or repeated ad violations, and that editing or deleting a rejected ad does not remove the violation from the account.

Review new creative against the Personal attributes and Health and wellness rules before launch, keep two-factor authentication on for every admin, keep a backup payment method on file, and request a review only for ads you believe were wrongly rejected. If you run Google too, the same pre-launch discipline applies to fixing disapproved Google Ads. Clean tracking also helps you see when delivery drops, so pair this with a Meta CAPI audit.

Common failure modes
  • Requesting a review before fixing the cause, and spending one of a limited number of reviews
  • Treating a failed-payment disable as a policy problem, or the reverse
  • Deleting a rejected ad, which can remove the ability to request another review of it
  • Fixing the ad copy while the landing page still makes the same claim
  • Opening a new ad account, profile or portfolio after a disable, which Meta treats as evading enforcement
  • Forgetting to switch ads back on in Ads Manager after a successful review
  • Leaving a single admin on an ad account, so one restricted profile disables it
