Local Service Ads for Law Firms: The 2026 Management Guide

Google Local Service Ads charge per lead, not per click. Here is how law firms qualify, launch, and manage them profitably in 2026.

September 1, 202610 min read

TL;DR: Google Local Service Ads charge per lead, not per click, and legal search leads averaged $111.05 in LocaliQ’s 2025 benchmarks. Winning in 2026 takes three things: passing bar and insurance screening, disputing junk leads inside the 30 day window, and answering the phone. Here is the full management routine.

Google Local Service Ads sit at the top of the results page, above paid search ads and above the map pack. Each ad shows your firm name, star rating, review count, and a green Google Screened badge.

Two things separate LSAs from a standard Google Ads campaign. You pay per lead instead of per click. And Google decides whether your firm is allowed to advertise at all.

There are no keywords, no ad copy, and no landing pages. You pick practice area categories, set a service area, set a weekly budget, and Google matches your profile to local searches.

Setup is simpler than search. Management is harder. You have fewer levers, so each one carries more weight.

LSAs vs Search Ads for Law Firms
Factor Local Service Ads Google Search Ads
You pay for Each lead (call, message, or booking) Each click
Entry requirement Bar license and insurance verification Ad policy compliance only
Ad position Top of page, above search ads Below LSAs
Keyword control None. Category and service area only Full keyword and negative control
Creative control Profile, photos, reviews, hours Headlines, assets, landing pages
Refunds for bad leads Yes, disputes within 30 days No click refunds
Reporting depth Lead level, thin Keyword, device, and audience level

Neither channel replaces the other. Most firms should run both, with LSAs catching high intent local calls and search ads covering the long tail. Our law firm PPC playbook covers how to split budget across a full account.

Do You Qualify? Google Screened Requirements for Lawyers

Legal is one of the strictest verticals on the platform. Google’s US screening documentation requires professional liability insurance plus state bar license checks for every lawyer in the firm, across all 17 lawyer categories it lists. That includes personal injury, family, criminal, DUI, bankruptcy, estate, immigration, and tax. Business owner identity verification and background checks apply on top of that. (Google Local Services Help, business screening and verification requirements, United States.)

What stalls verification

Approvals rarely fail outright. They stall. The usual causes are mundane:

  • An insurance certificate naming a legal entity that does not match the name on the Google account.
  • An attorney added to the profile who is barred in a different state than the service area.
  • A business address that conflicts with the Google Business Profile listing.
  • A missing background check consent from one owner, which holds the entire firm.

Fix these before you apply, not after. Every week in review is a week of competitors owning the top slot.

What Lawyer Leads Actually Cost

Start with the public benchmark. LocaliQ’s legal search advertising data, published July 14, 2025, puts the average cost per lead for legal campaigns at $111.05, with a range from $72.24 to $159.17 by practice area. Accidents and personal injury sat at the top of that range. Average cost per click was $9.21 and average conversion rate was 7%. (LocaliQ, Legal Search Advertising Benchmarks.)

Those are search numbers, and they are the right yardstick. LSA leads are usually cheaper per lead than search leads in the same market, but the quality spread is wider. A charged LSA lead can be a wrong number, a solicitor, or a caller in the next state.

Practice area drives everything. A probate call and a catastrophic injury call cost different money and are worth wildly different amounts. Personal injury firms should read How Much Should a Personal Injury Firm Spend on Google Ads? before setting a weekly cap. Set Up Your Account Without Burning Month One

1. Pick categories by revenue, not by coverage

Google lets you select several practice areas. Selecting all of them is the most common launch mistake. Start with the one or two categories that produce signed cases today. Add more once cost per lead is stable.

2. Set the service area by county, not by radius

Radius targeting spills across county lines and pulls calls you cannot take. County or ZIP level targeting keeps leads inside the venues where you actually file.

3. Upload the profile assets Google ranks on

Add real attorney headshots, five or more firm photos, license numbers, years in business, and a bio that names your practice areas plainly. Skip the stock imagery.

4. Set business hours you will genuinely staff

LSAs deliver leads during your stated hours. If nobody answers at 8 a.m., do not open at 8 a.m.

5. Start the weekly budget at a testable level

Pick a weekly budget that buys at least 10 leads. Fewer than that and you cannot tell signal from noise. Google will spend up to twice your weekly budget in a high demand week, so plan the monthly number accordingly.

6. Turn on call recording and lead tracking

You cannot dispute what you did not record. Recording is also the only honest way to grade intake.

7. Connect leads to your case management system

Push every LSA lead into Clio, Litify, or whatever you run, tagged by source. Without that tag, cost per signed case is guesswork.

The Weekly Management Routine

LSAs are not set and forget. Sixty minutes a week, done consistently, is what separates a profitable account from an expensive one.

The 60 Minute Weekly LSA Routine

Dispute every bad lead inside 30 days

Google lets you dispute charged leads within 30 days of receiving them, processes disputes within one week, and applies credits for successful disputes within 40 days. (Google Local Services Help, How to dispute charges.) Google also reassesses charged leads automatically and may issue credits without a request, usually within 30 days, though automatic credits are limited to the United States and Canada and are not available for tax specialists. (Google Local Services Help, About Automated Local Services Ads lead credits.)

Do not rely on the automatic system. Dispute manually every week, with the recording as evidence. Spam, wrong service, wrong location, and unreachable callers are all legitimate grounds.

Answer the phone

This is the highest return activity in the entire channel. Clio’s 2024 Legal Trends Report found that only 40% of firms answered a call from a prospective client, down from 56% in 2019, and just 33% responded to an email. (Clio, 2024 Legal Trends Report.)

Missed calls cost twice. You pay for the lead, and Google counts responsiveness as a ranking factor alongside review score, profile quality, business relevance, and search context. (Google Local Services Help, About ad rankings.) Miss calls and you pay more for worse position.

Feed review velocity every week

Star rating and review count are named ranking inputs. Reviews must come through the Google review flow tied to your profile. Build one habit: every closed matter gets a review request within 48 hours.

Prune categories, hours, and geography monthly

Pull the lead report, sort by category, and cut what does not sign. A probate category running inside a criminal defense account will quietly eat 20% of the budget for zero cases.

Measure LSAs on Cost Per Signed Case

Cost per lead is a vanity metric in legal. A $45 lead that never signs is worse than a $300 lead that becomes a $60,000 fee.

Track four numbers per practice area: leads, qualified consultations, signed cases, and cost per signed case. That last one is the only figure that tells you whether to add budget. Cost Per Signed Case: The Only Law Firm PPC Metric That Matters walks through the calculation and the reporting setup.

Run the math monthly, per channel, per practice area. Firms that only look at blended account cost per lead almost always overspend in one practice area and starve another.

Five Mistakes That Waste LSA Budget

  • Selecting every practice area at launch. You get volume in the categories you do not want and no read on the ones you do.
  • Ignoring disputes. Firms that skip weekly disputes leave real money on the table every month.
  • Routing LSA calls to a general line. Use a dedicated number and a trained intake script.
  • Treating LSAs as a replacement for search. You lose keyword level control over high value case types.
  • Judging the channel in week two. Signed case data lags lead data by 30 to 90 days in most practice areas.

Your Next Step

Before you add a dollar to LSAs, find out what a signed case currently costs you. That single number tells you whether the channel is working and how much room you have to bid.

Frequently asked questions

How much do Google Local Service Ads cost for lawyers?

You pay per lead, and the price depends on practice area and market. Use the public search benchmark as your anchor: LocaliQ’s July 2025 legal data shows an average cost per lead of $111.05, ranging from $72.24 to $159.17 by practice area. LSA leads often come in below that, but quality varies more, so judge cost per signed case instead.

What does a law firm need to qualify for Google Screened?

Google requires professional liability insurance, a state bar license check for every lawyer in the firm, business owner identity verification, and background checks. Requirements apply across all 17 US lawyer categories. Most delays come from mismatched entity names between the insurance certificate and the Google account, or an attorney barred outside the service area.

Can I get a refund for bad Local Service Ads leads?

Yes. You can dispute a charged lead within 30 days of receiving it. Google processes disputes within one week and applies credits for successful disputes within 40 days. Google also issues some credits automatically in the US and Canada, though not for tax specialists. Dispute manually every week with call recordings as evidence.

Should law firms run LSAs instead of Google Search Ads?

Run both. LSAs own the top of the page and charge per lead, but give you no keyword control and thin reporting. Search ads let you target specific case types, control negatives, and send traffic to purpose-built landing pages. Most firms use LSAs for local high intent calls and search for the long tail.

How long before Local Service Ads produce signed cases?

Leads usually start within days of approval. Signed cases lag by 30 to 90 days depending on practice area, with personal injury slower than criminal defense or family law. Judge the channel on at least one full quarter of data, tracking leads, consultations, and signed cases separately per practice area.
