Performance Guarantees in PPC: Legit or Red Flag?

Most PPC agency guarantees promise things no agency controls. Here is the 15-minute test that separates a real commitment from a closing line.

TL;DR: Most PPC agency guarantees are marketing, not protection. Google’s own policy states no third party can guarantee ad position, and the 2026 benchmark conversion rate of 8.18% swings hard by industry. Guarantee the process instead: account ownership, named strategists, a response SLA, and a 30-day exit.

What a PPC agency guarantee actually promises

Every agency pitch hits the same moment. The prospect asks some version of “what happens if this doesn’t work?”

The answer sorts agencies into two piles.

One pile guarantees an outcome: leads, revenue, ROAS, a position on the page. The other guarantees a process: who works on your account, how fast they respond, what you own, and how you leave.

Only one of those sits inside an agency’s control.

Google says so directly. Its policy guide for advertisers working with third parties states: “It’s not possible to guarantee a specific ad position on Google.com search results pages. Ad position is determined by an auction and changes dynamically with every new search.” Google also calls out third parties who guarantee a specific position as misrepresenting how the system works (Google Advertising Policies Help, accessed August 2026).

That gives you the cleanest test available. If a guarantee promises something Google itself says cannot be promised, you are looking at a closing line, not a commitment.

Outcome guarantees vs process guarantees: the fast sort

The pattern is simple. Green rows cost a good agency nothing to give. Red rows depend on an auction, your margins, or your market.

Why the numbers underneath a guarantee will not hold still

Search advertising costs move every year, and they move differently by vertical.

WordStream by LocalIQ analyzed more than 13,000 search campaigns across 23 industries running from April 2025 through March 2026. Average cost per click landed at $5.42. Average conversion rate was 8.18%. Average cost per lead came in at $66.69, the first recorded CPL drop since before 2020. Average click-through rate was 6.64%.

Those averages hide enormous spread. Automotive repair converted at 14.67% in the prior year’s study while other verticals sat in low single digits. CPC has more than doubled in a decade, from $2.32 in 2016 to $5.42 today.

Now think about what that does to a guarantee written in January. An agency promising 50 leads a month at a fixed fee is betting that CPC, competitor budgets, and seasonal demand all behave for 12 months. They will not.

That is why the agencies most confident about outcomes are usually the ones with the least account history. Our own numbers move too.

Four guarantees that should end the call

1. Guaranteed #1 position or top of page

Google’s auction recalculates on every single search. Ad Rank blends your bid, ad quality, landing page experience, auction competitiveness, context, and expected asset impact. None of those hold still for an hour, let alone a quarter.

An agency selling position guarantees is either misrepresenting the platform or planning to bid your budget into the ground to hit the promise. Both cost you money. It also breaches Google’s third-party policy, which means the agency is risking its own Partner status to close your account.

2. Guaranteed 50 leads a month

Lead volume is a function of budget, search demand, seasonality, and what your competitors decide to spend. An agency controls none of the four.

A volume guarantee only means something with three things attached: a stated minimum monthly budget, a written definition of what counts as a lead, and a named payout when the number misses. Without the payout, it is a target wearing a guarantee costume.

Ask the direct question. “In month four we hit 38 leads instead of 50. What do you owe me?” If the answer is “we work harder,” there is no guarantee in the room.

3. Guaranteed 4x ROAS

ROAS depends on your margins, your pricing, your checkout flow, your shipping costs, and your return rate. An artist merch store selling $28 tour shirts and a firm selling $9,000 legal retainers cannot run against the same ROAS floor. We manage both, and the target numbers are not remotely comparable.

Any agency quoting a ROAS figure before it has seen your product margins and your analytics data is quoting from a template. The number came from a proposal deck, not from your business.

4. “Results or your money back”

This one is not automatically a red flag. The exclusions decide.

Regulators have been active here. In April 2026 the FTC ordered Publishing.com and its two founders to pay $1.5 million over false earnings claims and a “no questions asked” refund guarantee that carried conditions buried in lengthy terms of service (FTC press release, April 13, 2026). In March 2026 the FTC banned Air AI and its owners from marketing business opportunities entirely, following an August 2025 complaint over deceptive claims about business growth, earnings potential, and refund guarantees (FTC press release, March 24, 2026).

Neither company was a PPC agency. The mechanism is identical: a headline guarantee up front, then fine print that makes the payout unreachable.

Three guarantees worth signing

You own the account, the data, and the assets

Get this written in plain language. The Google Ads account sits under your billing, you keep admin access, and conversion tracking, GTM containers, negative keyword lists, audience lists, and creative all stay with you on exit.

This is the highest-value guarantee in any agency agreement, and it costs a legitimate agency nothing. An agency that resists it is protecting a hostage, not a process.

Named people and a response SLA

Ask who touches your account weekly, by name, and how many other accounts that person carries. Then get response times in writing: same business day for anything affecting spend, one business day for everything else.

Google’s Partner requirements give you a floor to check against. A Google Partner must hold a minimum 70% optimization score across its manager account, maintain $10,000 in ad spend over 90 days across managed accounts, and have at least 50% of account strategists certified, including a certification in every product area spending $500 or more in 90 days. Premier Partners must also rank in the top 3% of participating companies in their country each year (Google Ads Help, accessed August 2026).

A 30-day exit with no penalty

Long lock-ins exist because churn hurts agency revenue, not because your campaigns need 12 months to work. A well-structured Search account shows directional signal inside 60 days on most budgets.

Thirty days notice, no termination fee, full asset handover. An agency confident in its work does not need a cage. If a shop insists on 12 months, ask what the fee structure looks like without it, then compare against what PPC agencies actually charge in 2026.

How to stress-test any guarantee in 15 minutes

Run these five questions in order on the call. You will know inside a quarter hour.

Step 1: Ask what it pays

“If you miss, what specifically do I receive?” Acceptable answers name a dollar amount, a fee credit, or free months. Unacceptable answers describe effort.

Step 2: Ask who defines the metric

Who decides what counts as a lead? If the agency counts form fills, a spam bot hitting your contact page is a win for them and a waste for you. Get the definition in the contract: qualified calls over 60 seconds, form fills that pass validation, demos that show up.

Step 3: Read the exclusions before the promise

Skip to the carve-outs. Common ones that void the guarantee: budget changes, website edits, seasonality, tracking gaps, a paused campaign, a missed content approval. Three or four of these together make the guarantee decorative.

Step 4: Ask for the baseline math

A guarantee needs a starting point. Ask what current cost per lead, conversion rate, and wasted spend look like in your account today, and how they measured it. Step 5: Ask for the denominator

“How many clients qualified for this guarantee last year, and how many collected?” Two real numbers. If both are unknown, nobody has ever tested it. If dozens qualified and zero collected, the exclusions are doing the work.

What to ask for instead of a guarantee

Trade the promise for proof. These four asks tell you more than any guarantee clause.

  • A written audit before you sign. Specific findings in your account, not a generic scorecard. You should be able to act on it whether or not you hire them.
  • Two references in your vertical, at your budget. Not the flagship logo. A business your size, spending what you spend.
  • A 90-day plan with named milestones. What changes in week one, week four, week twelve, and what metric each change is meant to move.
  • Read-only access to a live reporting view. Not a monthly PDF. The actual numbers, whenever you want them.

An agency willing to hand you a written audit before a contract exists is showing you its work. That is worth more than a guarantee you would need a lawyer to collect on.

Is a guaranteed #1 ad position against Google’s rules?
